





- This workshop is part of a Multi Year Project project borne within the ACTWG, from joined efforts made by Chile and Thailand to improve corruption and Money laundering investigation and prosecution, and will be developed within 2013 – 2015.
- We hope it will contribute to the economic integration of APEC economies as it is being co-organized by Thailand and Chile and will facilitate both informal and formal cooperation on cases. Furthermore, it will help achieve the ACT’s goal of “Promoting Sustainable Growth & Enhancing Human Security: Combating money laundering, illicit trade, and dismantling illicit networks,” as outlined in the ACT’s medium-term plan.
- At the end of the Project, a study of different realities, packaged in a handbook that can provide guidance on best practices in investigating and prosecuting corruption and money laundering, as well as in pursuing asset recovery cases, by effectively using a variety of financial and investigative intelligence techniques, with a view towards seizing and forfeiting illicitly acquired assets, must be delivered.
- The handbook will concretely and permanently capture the knowledge gained from two workshops to be held in Chile and Thailand, where information and case study experiencies will be provided by the different APEC economies.
- In addition, this project will develop networks of practitioners, including attorneys, investigators, police and other law enforcement officials, and provide a forum and a foundation to potentially create an anti-corruption-focused financial intelligence unit among APEC member economies.
This project is in line with both the ACT’s Medium Term Workplan (2010-2015) to promote capacity building activities in key areas.
The Objectives of the project are:
- To promote integration among member economies and maximize mutual legal assistance in corruption and money laundering cases;
- To raise awareness of best practices in investigating and prosecuting corruption and money laundering among APEC and non-APEC economies, equipping economies to adopt best practices in accordance with their domestic legislation, especially those regarding financial flow tracking techniques and investigative intelligence;
- To publish a handbook with different methods of investigating and prosecuting corruption and money laundering cases, as well as in pursuing asset recovery cases, highlighting best practices and illustrating with case studies.
- To establish the basis of a regional criminal intelligence centre composed of a network of information-sharing flaw enforcement officers and practitioners in the field of prosecution and criminalization of corruption and money laundering cases.
There is no registration fee for participants to attend the June 11 - 13 workshop, however, space is limited, so eligible participants are encouraged to submit the registration form located on the workshop website as soon as possible.
APEC are encouraged to send representatives such as practitioners—including attorneys, investigators, police, judges and other law enforcement officials related to corruption and money laundering investigation and or prosecution—as well as policy-makers, in order to meet counterparts from other economies and develop a network of relationships to facilitate both formal and informal cooperation.
Experts from non-APEC economies and international organizations will also be invited to attend the workshop and share from their experiences in order to familiarize participants with various approaches in utilizing financial flow tracking techniques and investigative intelligence.

Language: The working language of the workshop is English: all participants are expected to have a good working knowledge of the language. Simultaneous interpretation from English to Spanish will be provided for the benefit of local participants.

The workshop will take place at the Crowne Plaza Hotel (Av. Libertador Bernardo O'Higgins 136, Santiago, Chile www.crowneplaza.cl)
A special conference rate of US$ 169 for Deluxe Single or Double Room has been established for workshop participants and speakers. Attendees are responsible for their own lodging arrangements, costs and upgrades. The rate includes breakfast.
Because availability at this hotel is limited, speakers/participants are urged to secure their reservations as soon as possible no later than June 3. After this date, the special APEC rate package may no longer be available.
Participants are encouraged to make reservations at the designated meeting hotel as it will be the only location serviced by a complimentary shuttle between the Airport and the Hotel, and toward other destinations contemplated in the agenda.

5 Workshop Scope
The workshop’s objectives are to:
- Share information on best practices in the APEC region and international best practices on investigation and prosecution of corruption and money laundering offenses, through financial flow tracking techniques.
- Capacity building in financial flow investigation techniques.
- Adequate use of FIU information
- Case Study analysis
- Networking.
6 Training Facilitators
The workshop largely consists of interactive small group sessions led by skilled training facilitators. Participants are encouraged to contribute fully to these discussions and also to address any specific questions/issues they may want to raise with the facilitators outside the meeting rooms at a mutually convenient time.

The workshop will be the base of a future handbook with Best Practices in Prosecution Corruption and Money Laundering cases, using financial flow tracking techniques. Therefore, some of the economies will be asked to send a brief report with information about their domestic legislation and addressing the substantive issues of the workshop other topics, and will be asked to participate as speakers. These economies will be contacted directly by PO or her delegates.
This will be put onto a flash disk with other Workshop materials and distributed to participants. The report should be sent by email as soon as possible, no later than May 31 2013, to unac@minpublico.cl, indicating your economy.
8 Preparation/Materials
In order to be able to fully participate in the interactive workshop sessions it is strongly suggested that participants bring Soft/hard copies of their economy’s relevant anti-corruption/anti-money laundering legislation including, financial investigative techniques, provisions for MLA, etc.
9 Document Reproduction
Additional reproduction and/or distribution of documents regarding to the workshop can be arranged through the staff.

Staff from the Public Prosecutor´s Office will be located in the Crowne Plaza Hotel from 10 – 14 June to assist participants with registration and other matters appertaining to the workshop.

Speakers/participants are kindly requested to wear their badge at all times during the workshop. Staff can be identified by their badges too.

Travel eligible APEC member economies are invited to nominate two (2) participants and one (1) alternate participant 1 for the workshop from the following APEC economies (China, Indonesia, Malaysia, Mexico, Papua New Guinea, Peru, Philippines, Russia, Thailand, and Vietnam). Economies are encouraged to nominate participants according to the Participant Profile in Annex I no later than May 2, 2013.
- Airfare - Two (2) participants nominated from each travel-eligible APEC member economy will be provided with roundtrip restricted economy class airfare for the most direct and economical route.
- Per Diem Allowance - Two (2) participants nominated from each travel eligible APEC member economy will be provided with per diem allowances and accommodation will be paid for in addition to the airfare. UN Per Diem for Santiago, Chile, is US$ 237 daily.
At least two weeks before the event, the traveler must provide to the APEC Secretariat, through the responsible PD and PE, the travel itinerary and costs of travel. These must be approved by the Secretariat. On the basis of the approved itinerary and costs, the Secretariat prepares a travel undertaking, which is a simple contract detailing the amounts to be paid and the tasks that must be performed (a sample travel undertaking can be found under Implementation Resources on the project database).
At least two weeks before the event, the traveler must provide to the Secretariat, through the responsible PD and PE, the travel itinerary and costs of travel. These must be approved by the Secretariat. On the basis of the approved itinerary and costs, the Secretariat prepares a travel undertaking, which is a simple contract detailing the amounts to be paid and the tasks that must be performed.

Travel expenses are reimbursed only if there is a travel undertaking in place. Fares purchased before the undertaking is signed are purchased at the traveler’s own risk.

Domestic transportation from the airport to the Crowne Plaza Hotel and to other destinations contemplated in the agenda will be available for all foreign speakers/participants.
The local currency in Chile is the Chilean Peso.
The current exchange rate is approximately US$1 =CH$ 480
Currency exchanges are situated in the airport, hotel, shopping malls and other places.
Major credit cards are widely accepted in hotels, department stores, etc.
US dollars are not accepted.
By mid June winter starts in Santiago, so weather is expected to be cloudy and chilly, with occasional rain. Temperatures will be within the daily range of 7oC to 14 oc.
Smoking in public places, such as airports, shopping malls, restaurants or hotels is not allowed in Chile.
Some restaurants are allowed to have special smoking areas.
In order to foster a spirit of interactive learning, the dress code for all the workshop and social events is smart casual. (“Casual” for the optional activities).
There are 5 metro train lines in Santiago. Ask the hotel front desk for additional information.
Buses are available only by using Bip Card, which can be purchased at any Metro Station. Same card can be used to travel by metro.
Taxis are mostly secure in Santiago. However, by night it’s better for you to ask the hotel to get a taxi for you.
A limited number of computer stations are available at the Crowne Plaza Hotel. Participants with their own laptops can request a wireless internet connection code from the authorized staff upon registration.
